I am Having trouble with Optifine and applying shaders. I'm not sure about the very latest OptiFine versions, but for a while there recently, shaders either weren't working with OptiFine, or they were "working" but had severe rendering issues with the water and sky That may still be the case, and if so there would be nothing you could do but wait for OptiFine to support shaders properly again, or switch to alternatives where shaders do work
