MMS will not work with no cellular data MMS over WiFi with no cellular signal works for me on manually-baseband-config'd Xperia on RP GSMA That said, I have a friend who ported to RP GSMA at the same time I did, like you also has an S21 (Snapdragon U S edition, G991U1 I think), and it doesn't work for him

The problem wasn't with general MMS support on iOS, which Tracfone has, just the same as Consumer Cellular has The problem was specifically with the ability to send MMSes *over WiFi*, and regardless of phone OS or manufacturer (so long as that particular phone model was "supported" by AT T for WiFi Calling)
