The best place to farm tier 3 materials is Emprise du Lion Snowfleur skin, everite, dawnstone, sliverite, and a couple good cloth types whose names I forget Also there is the chance for great bears to spawn near the frozen river one after another, usually about 4-6 times And the trio of dragons you can slay for the tier 4 materials
