With the case status on the USCIS website says "Step 3 of 4 (completed): Attend interview (if necessary): and the petitioner and beneficiary is currently on Step 4 of 4: Case decision That could mean they don't have to go through the interview process Unless Step4 is after the change in administration

I’m a green card holder and understand I must report address changes when I move Five(5) months ago, I moved and then submitted Address change (USCIS) online but received no confirmation I then submitted the AR-11 paper form, but the status online still says "submitted," and I haven’t received confirmation that my address was updated
