TFC is no longer updated and it was created before those newer Operating Systems, the recommendation is there because there are some reports of problems with Microsoft Edge on Windows 10 after running TFC if I remember correctly and possibly more

If you run tfc exe (v3 19 0) on Windows 10 pro (V1607, Build 14393 447) it will apparently prevent you from changing the default search engine in the Edge browser and may cause other problems with the Edge browser I attempted to document this issue in the GTG tfc exe comments area but I ran out of space as apparently it's only for reviews
