That’s not a broken solution, that’s a broken timer service or admin service Fortunately though, I recalled something I encountered recently which is where a SharePoint upgrade (e g , service pack) can break the timer service

I've determined that every time this has happened, it has been isolated to a single web front end I've been able to resolve the issue by doing an stsadm -o deploysolution to re-deploy the solution, and in one instance it was resolved by the end user deactivating reactivating the feature

This is an incidental occurrence with SharePoint and there is no particular solution The way to minimize the risk is to retract and remove the original solution and keep the original name to redeploy the solution

Farm solutions (wsps) are installed via timer service and if it stuck something may be wrong with timer service Check under which permission it is running Also try to check ULS logs (search by wsp name) - may be you will find some details there
