There is a folder at C:\ProgramData\Passmark\PerformanceTest and it looks like it should have write access There were two files there (LastUsed cfg and userinfo dat) I moved those files to my desktop (leaving the folder empty) and ran it again and got a Startup Error: 1 this time I can't find any record of THAT on google either

This is usually caused by antivirus software holding file locked for longer than usual amount of time, or something causing PerformanceTest to crash at startup which could then invalidate the files

It sounds like something is interfering with the PerformanceTest licencing files when it starts up (either preventing access or causing a crash) Before you started seeing the errors was PerformanceTest starting correctly or was it crashing?

Did you try setting the Drive Under Test to another drive to see if it might PerformanceTest, while reporting C: is actually testing on a different drive? You should be able to also verify if you look in Task Manager Resources Tab and see the disk activity is actually on drive C: The other options are to verify the performance of the disk drive is to using the Advanced Disk Test or Advanced
