Hetzner has had issues with this for quite a while now, and have gone from not requiring anything, to potential pre-payment, to all out ID verification over the years to combat things Unfortunately it does result in false positives, which is probably not what they want, but also seems to be one of those things that's inevitable

Hetzner is a solid hoster The prices and the infrastructure are very good You can also get great bargains in the server auction if you have a limited budget but need a little more power than a VPS

Also, Hetzner staff while friendly and responding quickly had a tendency to miss some things, once every 10 ordered dedicated servers ordered there's something wrong - missing drives, servers with broken reboot interface, servers that won't boot at all If you stay in single DC it's alright, cross region sucks a bit due to network interruptions
