Yes, it is true you may need to create custom standards Inventor is a mechanical design and manufacturing tool, driven by common standards (ANSI, ISO, DIN, JIS, GB, and so on) These mechanical design standards are either in mm or inch "Meter" and "Centimeter" don't seem common in mechanical design

I suspect that the Dimension Style used to draw those Dimensions has a measurement scale factor of 0 001 applied, so that the numbers come out in meters instead of in mm [drawing units] If you scale everything down, change that measurement scale factor to 1:
