I too do not have a IconCache db file located in the local folder I do have a number on iconcache files in C:\Users\ {user}\AppData\Local\Microsoft\windows folder I don't know if that is why Windows isn't displaying them properly or if that is where Microsoft moved the db files See attached screen shot

Not sure what the default is The entry didn't even exist in one of my fresh install of Windows 10 registry However, the recomended value for Max Cache Icons is to set at hex 0x2000 which is 8192 in decimal to avoid IconCache db corruption
