The wither storm is a great idea in concept but is too easy to make (if command blocks were in survival) I think a better way of making the wither storm would be to have it as a secondary, harder boss for the end

But the wither storm needs to be spawned, meaning a player can avoid it entirely if it wants to But Herobrine can stalk the player, until the player finally has enough and tries to kill him, where it gets interesting from a game design standpoint

The wither storm isn't actually in Minecraft It was something created for the game Minecraft: Story Mode The only way to get it in the actual game is to use mods Unfortunately, mods (at least the ones you'd want need to achieve a wither storm) are only available for Java Minecraft which is PC exclusive
