Hi, 2732 is not the full IC name What exact IC do you speak of? It is a memory IC or better say an EEPROM There are "A" signals, these are address lines There are "D" signals, which are data lines You can`t program it to blink D3 when A2 is 1 To toggle signal lines you need a microcontroller A microcontroller needs a program, a software It may be programmed in a programming language

I managed to program a 27C64 @18V with the TL866II (the datasheet says needs 21V), but only if I increased the duration to 1ms, from the default 100us The same trick might work for the 2732 The other option would be some sort of extra circuit to feed 21V to the Vpp pin of the 2732 once the TL866 voltage rose above say 15V

For the other issue with the failure to burn vintage 2732 eproms, I hooked up my logic analyzer to VPP and to the CE (low) lines to check out the timing What I saw was that the CE line was going high with VPP and going low during the read cycle This was the problem With the 2732, the CE line has to be low for writes as well as reads
